A horse's post position is not always the same as its saddle cloth number/program number.
The post is indicated at the top of the gate. See the 7 on top. If the 7 horse were going in the 2 hole, the gate would say 1,7,2,3 etc. But it doesn't. So they must have been taking him around because he wouldn't get in or something. Who knows?
